State Board of Health shall require blood tests for syphilis and other communicable or infectious diseases prior to issuance of marriage licenses in Oklahoma.

Persons seeking marriage licenses must file a certificate or affidavit from a licensed physician stating each party received a blood test within 30 days prior to application and are not infected with communicable diseases or such diseases are not in a communicable stage.

State Board of Health shall promulgate rules designating which communicable or infectious diseases beyond syphilis require blood testing for marriage license applicants.

Existing marriage license requirements remain in place, including applications sworn before district court clerks, identity verification, premarital counseling programs, and 72-hour waiting periods for underage applicants.

Act becomes effective November 1, 2015.
