SB 735 Summary

• Military personnel on active duty, National Guard duty, or regular military reserve duty who are 21 years old or older may carry concealed or unconcealed handguns using a valid military identification card in lieu of an Oklahoma handgun license.

• Persons carrying handguns must possess and display a valid handgun license or military identification card upon demand from law enforcement; individuals cannot be disarmed without reasonable suspicion of other criminal activity unless they fail to display valid identification.

• Oklahoma recognizes valid concealed or unconcealed carry weapons permits and military identification from other states, allowing out-of-state permit holders to carry firearms in Oklahoma provided they disclose possession to peace officers upon contact.

• Persons from non-permitting carry states may carry concealed firearms in Oklahoma if compliant with the Oklahoma Self-Defense Act and can present proper identification proving residency in a non-permitting state; the Department of Public Safety must maintain a current list of non-permitting states for law enforcement.

• Act becomes effective November 1, 2015.
