Authorizes the Oklahoma Corporation Commission to establish a program permitting land owners to apply water-based drilling fluids and associated solid waste from oil or natural gas exploration to appropriate land.

Requires land application use of real-time, computer-controlled discharge systems with specified parameters, capable of recording discharge rate, vehicle speed, and other data; systems must map property boundaries and track discharge areas using Global Positioning System data in real-time.

Mandates loading rates be determined by pretesting soils from the discharge property combined with waste characterization at time of application, and limits each disposal site to waste from a single well.

Requires land owners seeking authorization for subsequent waste application to first prove to the Commission that soil levels of previously utilized land are suitable for additional application.

Authorizes the Corporation Commission to promulgate rules, including pretesting and posttesting soil requirements, and implement fees necessary to cover permitting costs; effective November 1, 2015.
