Prohibits motor vehicle operators from allowing passengers to ride outside the passenger compartment on Oklahoma streets, highways, or turnpikes.

Exempts emergencies, private property, unpaved roads, parades, special events, farm operations transporting people between field and farm, and pickup trucks with enclosed cargo beds from the riding restriction.

Allows passengers under 15 years of age to ride in the bed of a pickup truck if the vehicle travels 25 miles per hour or less.

Sets penalties at a $10 fine and $15 court costs for violations, with no points assessed to the driving record by the Department of Public Safety.

Becomes effective November 1, 2015.
