Creates a primary offense for operating a motor vehicle while using a wireless communication device in a school zone during reduced speed limits, unless the vehicle is stopped or a hands-free device is used.

Defines "hands-free device" as speakerphone capability or equipment allowing wireless device use without using either hand, and "wireless communication device" as a device using commercial mobile service under 47 U.S.C. Section 332.

Imposes fines of up to $250 for violations, or up to $500 if the violation results in an accident.

Provides affirmative defense for emergency calls to emergency response services, hospitals, fire departments, health clinics, medical offices, individuals administering first aid, or police departments.

Exempts authorized emergency vehicle operators acting in official capacity and FCC-licensed operators of radio frequency devices other than wireless communication devices; effective November 1, 2015.
