• Increases violation penalties from $50 to $100, with first-time offenders able to suspend the fine and limit court costs to $100 upon proof of purchasing a child passenger restraint system.

• Grants liability protection to certified Child Passenger Safety Technicians providing inspection and educational services unless they commit gross negligence or willful misconduct.

• Becomes effective November 1, 2015.
