SB 754 Summary

• Creates the "Commitment to Care for People with Complex Physical Disabilities Act" to establish Medicaid coverage and standards for complex rehabilitation technology (CRT) for individuals with significant physical impairments including spinal cord injury, traumatic brain injury, cerebral palsy, muscular dystrophy, and multiple sclerosis.

• Requires Oklahoma Health Care Authority to consider unique medical and functional needs of members with complex physical disabilities when preparing budgets and to provide coverage for specialty provider services, specialized equipment, and supplies.

• Mandates that CRT suppliers meet specific accreditation and Medicare enrollment standards, employ at least one certified Assistive Technology Professional (ATP) per location, and provide qualified health care professional evaluations for wheelchair and seating component prescriptions.

• Requires establishment of focused rules and policies for CRT including designated HCPCS billing codes, adequate payment rates, exemption from competitive bidding, and mandatory compliance by Managed Care Medicaid plans contracting with any willing qualified CRT supplier.

• Becomes effective November 1, 2015.
