State Department of Health shall design heirloom birth certificates with advice from Oklahoma Arts Council and may promote and sell copies, with maximum fee of $35.00 per certificate.

Heirloom birth certificates cannot be used as evidence of live birth or for identification purposes.

Proceeds from heirloom birth certificate sales shall fund the Child Abuse Training and Coordination Program to provide training and technical assistance to judges, prosecutors, and multidisciplinary child abuse intervention teams.

Beginning January 1, 2016, State Department of Health must submit annual reports to the President Pro Tempore of the Senate and Speaker of the House describing how annual proceeds were used for authorized services.

Effective date is November 1, 2015.
