Amends 59 O.S. 2011, Section 1928 to broaden the definition of "applied behavior analysis" to include cognitive therapies and psychological testing, reversing the prior exclusion of these treatment modalities.

Expands the definition of "certified assistant behavior analyst" and "licensed behavior analyst" to allow certification by either the nationally accredited Behavior Analyst Certification Board or the State Board of Behavioral Health Licensure.

Requires applicants for licensure or certification to pass the Board examination, be of good moral character, be at least 21 years old, and possess a minimum graduate or undergraduate degree from an accredited institution in a qualifying field of study.

Establishes that state licenses or certifications must be renewed on or before April 30 of each odd-numbered year, with renewal fees not to exceed $100.

Becomes effective November 1, 2015.
