Amends 43A O.S. 2011, Section 3-325 regarding Department of Mental Health and Substance Abuse Services contracts.

Requires that records, correspondence, and documents related to contract solicitation, consideration, and issuance with public or private entities be subject to the Administrative Procedures Act and Oklahoma Open Records Act, unless otherwise ordered confidential by state or federal law or court order.

Prohibits the Department from entering into contracts with eight specific program types unless the program has been certified by the Department: community mental health centers, community residential mental health programs, assertive community treatment programs, eating disorder treatment programs, gambling addiction treatment programs, alcohol and drug abuse treatment services, community-based structured crisis centers, and mental health facilities.

Becomes effective November 1, 2015.
