Amends 27A O.S. 2011, Section 2-3-403 to clarify that the Environmental Trust Revolving Fund may include monies received from third parties for remediation or oversight costs.

Authorizes the Department of Environmental Quality to accept budgeted transfers from other departmental funds for improvement purposes and transfers of revenues from unrestricted funds not needed for operations or debt service.

Permits the Department to transfer monies between funds to meet cash flow needs, provided the monies are returned to the appropriate fund or subaccount for expenditure on proper programs and functions.

Fund monies may be budgeted and expended for matching federal funds for environmental remediation and cleanup, and for construction, reconstruction, infrastructure, equipping, operation, and maintenance of Department-owned or accessible properties for remediation purposes.

Becomes effective July 1, 2015, with an emergency clause allowing immediate effect upon passage and approval.
