SB 760 Summary

• Creates the Oklahoma Water Use Working Group to support planning and development of long-term water projects addressing current and future water shortages through an "all-of-the-above" approach.

• Composition consists of 11 members including Secretary of Energy and Environment, Secretary of Agriculture, Secretary of Commerce and Tourism, Executive Director of Oklahoma Water Resources Board, and representatives from the Inter-Tribal Council of the Five Civilized Tribes, Oklahoma Municipal League, and Oklahoma Rural Water Association, plus four at-large members appointed by legislative leadership representing different state quadrants.

• Members must be appointed by July 1, 2015, with the Governor calling the first meeting; working group members serve without compensation but may receive travel reimbursement.

• All meetings and records are subject to Oklahoma Open Meeting Act and Open Records Act; approved reports and recommendations must be presented to the Governor, President Pro Tempore of the Senate, and Speaker of the House and made publicly available.

• Working group activities terminate no later than December 1, 2016, unless extended by the Legislature; declared an emergency with immediate effect upon passage and approval.
