Department of Human Services must provide parents and legal guardians of foster youth with information on the Oklahoma Higher Learning Access Program (OHLAP), including eligibility, application guidelines, academic requirements, and other participation requirements.

Foster youth are eligible for independent living services from age 16 to 18 while in custody of the Department or a federally recognized Indian tribe and in an out-of-home placement.

Services may continue until age 21 if the individual was in custody at age 18 and remains in out-of-home placement.

Youth ages 16 and older who were released from custody due to adoption or guardianship are eligible for independent living services until age 21.

Young adults ages 18-21 who were in custody at age 18 are eligible for Medicaid coverage if they meet financial eligibility guidelines.
