Amends the Oklahoma Community Sentencing Act to clarify that local community sentencing systems use public and private entities to deliver services to courts for eligible felony offenders under community sentences.

Authorizes community sentencing planning councils to employ a local director and other personnel to perform system duties, subject to fund availability, and to contract with counties for benefits and payroll services.

Grants immunity from liability to state and local government agencies, their officers and employees, planning council members, community service agencies, nonprofits, educational entities, and other service providers participating in community sentencing systems for offender acts and tort claims.

Modifies the definition of "eligible offender" to allow district attorneys to consent to eligibility for offenders with mental illness, developmental disability, or co-occurring mental illness and substance abuse disorder who score in the low range on assessment instruments.

Effective November 1, 2015.
