Establishes Workers' Compensation Fraud Investigation Unit within the Attorney General's office, funded by the Commission, with authority to investigate fraud and prosecute violations as felonies punishable under Section 1663 of Title 21.

Makes workers' compensation fraud a felony, including material false statements, concealment of information, or use of schemes to obtain benefits, with 50% of criminal fines directed to the Workers' Compensation Fund.

Modifies disability benefit calculations including temporary total disability at 70% of average weekly wage for 104 weeks (plus up to 52 additional weeks for consequential injuries), temporary partial disability, and permanent partial disability with specific rating limitations and deferral provisions.

Establishes vocational rehabilitation program with presumptive coverage for specific occupation-medical condition combinations (truck drivers with traumatic brain injury, laborers with amputations, etc.) and creates Guaranty Funds for insured and self-insured plan claims.

Revises appeal procedures for qualified employers' benefit plans to include internal appeals committee review within 180 days, followed by Commission administrative law judge review as trial de novo, and final appeal rights to Oklahoma Supreme Court.
