Absentee ballots must be requested no later than 5:00 p.m. on Wednesday preceding an election, except as provided in Section 14-105.

Registered voters may apply for absentee ballots in person, by mail, telegraph, facsimile, or electronic communication designated by the Secretary of the State Election Board.

Applications for absentee ballots in all elections in which a voter is eligible to vote remain valid until the voter cancels the application, ceases to be a registered voter, or a mailed ballot is returned by the United States Postal Service.

The Secretary of the State Election Board shall prescribe forms for absentee ballot applications and cancellations, though any application or cancellation with substantially the same facts shall be valid.

The act becomes effective November 1, 2015.
