Removes the population threshold restriction, allowing pretrial bail schedule provisions to apply to all Oklahoma counties instead of only those with 400,000 or more persons.

Authorizes each judicial district to establish a pretrial bail schedule for felony and misdemeanor offenses (except traffic offenses and specifically excluded offenses) upon order of the presiding judge.

Requires bail schedules to be set according to bail guidelines, published, and reviewed by March 1 of each year by courts and district attorneys.

Specifies that pretrial bail must be set as a numerical dollar amount and outlines procedures for bond forfeiture or judgment entry if a defendant fails to appear in court.

Becomes effective November 1, 2015.
