Modifies Oklahoma State Dental Act (59 O.S. 2011) with comprehensive amendments to definitions, licensure requirements, examination standards, and disciplinary procedures for dentists, dental hygienists, dental assistants, and oral maxillofacial surgery assistants

Establishes new standing committees (Dental Practice, Anesthesia, Specialty Practice, Historical and Retirement, and Assistants/Labs) with specific membership and functions, plus Dental Hygiene Advisory and Allied Dental Education committees

Expands dental assistant and oral maxillofacial surgery assistant duties, supervision requirements, and permits; creates volunteer dental license provisions for retired or out-of-state practitioners providing free services to indigent patients

Implements new complaint investigation procedures separating review/investigative panels from board member jury panels; creates special Adverse Outcomes Review Panel for fatality investigations within 48 hours of anesthesia-related deaths

Increases patient record retention from 3 to 7 years; requires dentist name and license type in advertisements beginning July 1, 2016; extends criminal background check requirement effective date to January 2016; effective date of July 1, 2015 with emergency declaration
