Amends 76 O.S. 2011, Section 20.1 to establish that the standard of care for health care providers in Oklahoma shall be measured by national standards.

Prohibits health care provider failures to comply with or breaches of federal statutes, regulations, programs, guidelines, or other federal provisions from being admissible in medical liability actions.

Prevents federal compliance failures from being used to determine the standard of care or establish a legal basis for presumption of negligence in medical liability actions in Oklahoma.

Becomes effective November 1, 2015.
