• Amends Section 91 of Oklahoma law to regulate possessory liens on titled personal property (vehicles, boats, manufactured homes, etc.) including requirements for notice, foreclosure procedures, and storage charge limitations.

• Requires lien claimants to provide written notice within 60 days of service by certified mail with detailed information about the property, services rendered, and charges claimed.

• Establishes foreclosure procedures requiring posting in two public places and certified mail notice at least 10 days before sale, with sales limited to 60 days after notice of possessory lien is mailed.

• Limits storage charges to the date notice is mailed for non-contract services, or not more than 60 days prior for contractual storage arrangements; storage fees cannot exceed Corporation Commission nonconsensual tow rates.

• Creates felony penalties for knowingly making false statements regarding services rendered or attempting to foreclose on an owner's or lienholder's interest based on false statements.
