Restores firearm possession rights to persons previously convicted of nonviolent felonies who receive a full and complete pardon, including rights to possess firearms and carry handguns under the Oklahoma Self-Defense Act.

Allows persons previously convicted of violent felonies enumerated in Section 571 of Title 57 to petition the governor for discretionary restoration of firearm and handgun rights if they receive a pardon based on innocence.

Maintains prohibitions on firearm possession for persons currently serving probation, parole, or under supervision for any felony, and for persons adjudicated as delinquent children or youthful offenders within 10 years of adjudication.

Establishes penalty of up to $5,000 fine and handgun license revocation for licensed handgun owners who knowingly allow convicted felons or adjudicated delinquents to possess pistols.

Becomes effective November 1, 2015.
