Reduces maximum confinement sentences from 10 years to 1 year for desertion, striking a superior officer, and sentinel/lookout dereliction of duty offenses.

Establishes rape and sexual assault offenses with detailed definitions of sexual acts, sexual contact, consent, force, and related terms; prohibits marriage as a defense for sexual offense prosecutions.

Establishes aggravated sexual contact and abusive sexual contact offenses and provides that threats need not be proven as actually intended or feasible to carry out.

Prohibits fees or charges for apprehending, confining, or housing military offenders and requires sheriffs to receive prisoners committed by military courts without refusal when proper statements are provided.

Repeals Section 3391 and removes rape from the list of crimes reserved exclusively to civil courts, allowing military courts-martial jurisdiction over rape cases; effective November 1, 2015.
