Prohibits use of taxpayer funds or governmental salaries for any activity involving licensing or support of same-sex marriage.

Requires state and local government employees to refuse recognition, granting, or enforcement of same-sex marriage licenses or forfeit their salary, pension, and employee benefits.

Prohibits state expenditure of taxes or public funds to enforce court orders requiring issuance or recognition of same-sex marriage licenses.

Directs state courts to dismiss any legal challenges to the act and award costs and attorney fees to defendants.

Requires removal from office of any judge who violates the act pursuant to Section 1 of Article VIIA of the Oklahoma Constitution and declares the act fully effective against contrary federal court rulings.
