Municipalities, counties, and political subdivisions may enact reasonable ordinances regulating road use, traffic, noise, and odors related to oil and gas operations, provided they do not conflict with Corporation Commission regulations.

Local governments may establish reasonable setbacks and fencing requirements for oil and gas well sites to protect health, safety, and welfare, but cannot effectively prohibit or ban any oil and gas operations including exploration, drilling, fracturing, production, or abandonment.

All regulations of oil and gas operations other than those specified above are subject to exclusive jurisdiction of the Corporation Commission.

Municipalities, counties, and political subdivisions may regulate development in one-hundred-year floodplain areas only to the minimum extent necessary to maintain National Flood Insurance Program eligibility.

Repeals 52 O.S. 2011, Section 137, which previously governed city and town powers to regulate oil and gas drilling or production.
