Allows unmarried couples to enter into covenant marriages by declaring intent on marriage license applications and executing a declaration of intent, with parties required to complete premarital counseling emphasizing the nature and purposes of marriage.

Permits existing married couples domiciled in Oklahoma to designate their current marriage as a covenant marriage on or after November 1, 2015, through a declaration of intent filed with the district court clerk.

Requires covenant marriage declarations to include a notarized affidavit confirming parties received counseling on the seriousness of covenant marriage, the commitment for life, obligation to seek marital counseling during difficulties, and grounds for divorce.

Restricts divorce in covenant marriages on incompatibility grounds to require minimum 6 hours of court-ordered counseling within 3 months of filing, with final decree prohibited until 1 year after counseling completion, though court may grant decree after 15 months for good cause shown.

Effective November 1, 2015.
