Amends Oklahoma consumer credit code to allow private educational institutions, municipalities, and certain municipal public trusts to charge convenience fees for credit card and debit card transactions.

Limits convenience fees to bank processing fees, financial transaction fees, secure transaction costs, portal fees, and bandwidth costs associated with online transactions.

Maintains existing prohibition on surcharges for credit card or debit card payments by general sellers in sales transactions.

Declares an emergency, making the act effective immediately upon passage and approval by the Governor.
