Reappropriates $2,856,257.00 from a $5,000,000.00 original appropriation made to the Office of the Attorney General in 2012 for prosecution and defense of water and water rights claims in Oklahoma.

Reduces the reappropriated amount to any remaining unencumbered balance if less than $2,856,257.00 exists on the date the act is approved.

Exempts the appropriations from fiscal year agency budget and category limitations.

Declares an emergency, making the act effective immediately upon passage and approval.
