Makes it unlawful to operate a motor vehicle on any Oklahoma street or highway while manually composing, sending, or reading an electronic text message using a hand-held device while the vehicle is in motion.

Establishes a maximum fine of $100 for violations, with no points assessed to a driver's license by the Department of Public Safety.

Limits enforcement to secondary action only when a driver has been detained for a suspected violation of another traffic law.

Exempts use of cellular telephones or electronic communication devices when communicating with emergency response operators, hospitals, ambulance providers, firefighting services, or law enforcement agencies regarding imminent emergencies.

Allows municipalities to enact and enforce ordinances with the same or lesser penalties, and became effective November 1, 2015.
