Defines seasonal employees of the Oklahoma Water Resources Board as temporary, unclassified employees working less than 999 hours in any twelve-month period.

Authorizes the Board to employ seasonal employees and project labor throughout the calendar year for the time necessary to complete projects under the Oklahoma Personnel Act.

Excludes seasonal and project employees from paid leave, paid holidays, retirement benefits, and health, dental, or life insurance coverage, and exempts them from related state laws and practices.

Requires the Board to include in its annual budget request a summary of project labor use, including the number of workers employed and total wages paid under these provisions.

Declares an emergency effective immediately upon passage and approval.
