Amends 47 O.S. 2011, Section 11-801 to add U.S. Highway 412 from western Woodward to eastern Boise City and from southern Boise City to the New Mexico border to the list of highways with a 70 miles per hour speed limit.

Establishes speed limit penalties for violations: $10-$205 depending on how many miles per hour over the limit, plus potential imprisonment of up to 10 days for first offense, 20 days for second offense within one year, and up to 6 months for third or subsequent offense within one year.

Requires the Department of Transportation to post county speed limit information at county line markers where state highways enter counties and at off-ramps where interstate highways or turnpikes enter counties.

Becomes effective July 1, 2015, with an emergency declaration allowing the act to take effect immediately upon passage and approval.
