ENGROSSED SENATE BILL NO. 828 - Summary

• Creates the Oklahoma 9-1-1 Management Authority to oversee development, regulation, and funding distribution of 9-1-1 emergency systems statewide, effective November 1, 2015.

• Imposes a monthly $0.50 9-1-1 telephone fee on wireless connections, VoIP services, and prepaid wireless retail transactions beginning January 1, 2016, replacing previous county and local fees.

• Establishes a 23-member Authority board composed of representatives from emergency services organizations, telecommunications providers, municipal and county governments, and state agencies, appointed by legislative leaders and the Governor.

• Requires public agencies to deploy Phase II 9-1-1 services and meet National Emergency Number Association (NENA) standards; authorizes the Authority to escrow fees from non-compliant agencies and implement improvement plans.

• Creates the Oklahoma 9-1-1 Management Authority Revolving Fund to support Authority administration and grant funding for public agencies, with wireless providers and the Tax Commission each retaining 1% of collected fees as reimbursement.
