• Classifies seasonal employees working less than 999 hours in a twelve-month period as temporary unclassified employees for the Oklahoma Department of Agriculture, Food, and Forestry; Oklahoma Conservation Commission; and Oklahoma Water Resources Board.

• Authorizes these three state agencies to employ seasonal and project labor employees throughout the calendar year without standard civil service protections.

• Excludes seasonal employees from entitlements to paid leave, paid holidays, retirement benefits, health insurance, dental insurance, and life insurance.

• Requires each agency to include in its annual budget request a summary of project labor use, including the number of workers employed and total wages paid.

• Declares an emergency, making the act effective upon passage and approval.
