Removes authorization for state agencies to process payroll deductions for subscriptions to Oklahoma Today magazine published by the Oklahoma Tourism and Recreation Department.

Retains existing payroll deduction authorities for state employees including credit unions, banks, savings associations, insurance premiums, retirement plans, and membership dues for state employee associations.

Maintains administrative cost structure charging 2% of gross annual insurance premiums and 1% of gross annual retirement plan payments to be collected by the Office of Management and Enterprise Services and deposited to the General Revenue Fund.

Becomes effective November 1, 2015.
