Classifies seasonal employees working less than 999 hours in a 12-month period as temporary unclassified employees for the Oklahoma Department of Agriculture, Food, and Forestry; the Oklahoma Conservation Commission; and the Oklahoma Water Resources Board.

Authorizes these three state agencies to employ seasonal employees throughout the calendar year.

Requires each agency to include in its annual budget request a summary of project labor use, including the number of seasonal workers employed and total wages paid.

Declares an emergency, making the act effective immediately upon passage and approval.
