Department of Transportation shall expend up to $2,500,000 for construction of roads to existing industrial sites and economic development purposes, and up to $2,500,000 for construction, maintenance, and repair of roads to historical sites and lake access roads.

Director of Office of Management and Enterprise Services shall transfer $1,900,000 from the State Highway Construction and Maintenance Fund to the Public Transit Revolving Fund.

For fiscal year ending June 30, 2016, Department must budget funds across five categories: Highway ($183,001,463 appropriation), County ($0), Transit ($1,900,000), Rail ($0), and Waterways ($0), with total appropriations of $184,901,463.

Department must develop outcome-based performance measures for each budget category and is subject to a $400,000 budgetary limitation on lease-purchase agreements.

Department is authorized to use available funds to match federal disaster relief funds under Public Law 93-288 for repair and reconstruction of public transportation facilities, and may coordinate with Oklahoma Department of Emergency Management for such expenditures.
