Allocates $108,832,053 from Enrolled House Bill No. 2242 for implementing Phases One through Four of the Pinnacle Plan at the Department of Human Services.

Requires the Department of Human Services to fund the Senior Nutrition Program within the Aging Services Division in its entirety during FY-2016 using all available state, federal, and other financial resources.

Transfers $2,800,000 to the Child Abuse Multidisciplinary Account to be distributed according to Title 10A of the Oklahoma Statutes.

Appropriates all federal monies received during fiscal year ending June 30, 2016, from Temporary Assistance to Needy Families Block Grant and Child Care and Development Fund Block Grant to meet federal law requirements.

Permits DHS appropriations to be budgeted for FY-2016 or FY-2017 but not both simultaneously; FY-2016 funds must be expended by November 15, 2016, and FY-2017 funds by November 15, 2017, or they lapse to the proper fund.
