Appropriates $75,000,000 from the Constitutional Reserve Fund to the Department of Corrections to perform its duties as imposed by law.

Allows appropriations to be budgeted for fiscal year ending June 30, 2016 (FY-16) or fiscal year ending June 30, 2017 (FY-17), but not both simultaneously.

FY-16 funds may be encumbered only through June 30, 2016, and must be expended by November 15, 2016; any remaining funds not budgeted for FY-17 shall lapse.

FY-17 funds may be encumbered only through June 30, 2017; any remaining funds after November 15, 2017, shall lapse to the proper fund.

Becomes effective July 1, 2015, and declares an emergency to take effect immediately upon passage and approval.
