Oklahoma Health Care Authority Administrator may set employee duties and compensation, and authorize payment of professional expenses for the Administrator and Oklahoma-licensed physicians who are full-time employees.

Sets budgetary limitations for fiscal year ending June 30, 2016 of 0.0 full-time-equivalent employees and $0.00 for lease-purchase agreements, with exemption for employees solely paid by grant funds.

Authorizes Office of Management and Enterprise Services to transfer monies between OHCA federal and revolving funds for cash management, and allows early transfer of tax collections to address cash-flow problems.

Permits OHCA Administrator to request exemption from budgetary limitations for unanticipated federal funds awarded after July 1, 2015, with approval by OMES unless both chairs of Joint Legislative Committee on Budget and Program Oversight object within 12 calendar days.

Appropriations for fiscal year 2016 may be budgeted for fiscal year 2016 or 2017, with funds budgeted for 2015 encumbered through June 30, 2016 and expended by November 15, 2016.
