State Department of Health shall set employee duties and compensation not otherwise prescribed by law for fiscal year ending June 30, 2016.

Department is subject to budgetary limitations of 0.0 full-time-equivalent employees and $0.00 in lease-purchase agreements, except as authorized under Section 3603 of Title 74.

All funds must be budgeted in five categories (Support Services, Disease and Prevention Services, Family Health, Community Health Services, Protective Health Services) with total appropriations of $0.00.

Unanticipated federal funds awarded after July 1, 2015, are exempt from expenditure and budgetary limitations, provided operational funds are included in the agency's budget work program.

Appropriations may be budgeted for FY-16 (ending June 30, 2016) or FY-17 (ending June 30, 2017) but not both simultaneously; FY-16 funds must be expended by November 15, 2016, and FY-17 funds by November 15, 2017.

Act becomes effective September 1, 2015.
