Grants all full-time state officers and employees, including temporary and limited-term employees employed on the last working day of June 2015, an annualized salary increase of $300 per month effective July 1, 2015.

Extends the salary increase to employees of county health departments, conservation districts, and the George Nigh Rehabilitation Institute.

Excludes elected officials, cabinet secretaries, agency directors, judges, district attorneys, higher education institution employees (except George Nigh Rehabilitation Institute), and employees in certain other specified positions from receiving the pay increase.

Prohibits public agencies from using appropriated funds to increase compensation for private contractors providing personnel services, except for sole source contracts or those awarded under the Oklahoma Central Purchasing Act.

Takes effect July 1, 2015, with an emergency declaration for immediate implementation.
