Amends the Oklahoma State Facilities Energy Conservation Program to exclude Technology Center School Districts from program requirements while encouraging voluntary local energy conservation efforts approved by local boards.

Establishes the Director of the Office of State Finance as overseer to select qualified vendors through request for proposal to implement organizational behavior-based or performance-based energy conservation programs.

Sets a target of reducing cumulative energy consumption by at least 20% by fiscal year 2020 compared to 2012 baseline utility expenditures using IPMVP-compliant energy accounting software.

Requires all state agencies to input historical monthly utility cost data and submit annual progress reports to the Director within 90 days after each fiscal year ends.

Includes initial 12-month fee-free period for vendor services, with free ongoing support if the state substantially continues program implementation; permits separate capital improvement efficiency contracts under Title 62, Section 318.
