Amends Oklahoma Statutes to require local zoning authority approval before privately owned inmate halfway houses or inmate transitional living centers can be located in residential neighborhoods within municipalities or counties with planning and zoning commissions.

Prohibits correctional facilities from being located within 1,000 feet of public or private elementary or secondary schools, or within 2,500 feet of secure juvenile facilities, with exceptions for facilities established prior to May 20, 1994.

Requires Department of Corrections to obtain majority approval from affected school district boards of education and private school governing bodies before locating facilities in restricted areas around schools.

Restricts Department of Corrections from allowing inmates or offenders in counties with 250,000+ population to enter or remain in facilities located within 1,000 feet of schools, except for construction, maintenance, or janitorial work under supervision.

Authorizes Department of Corrections to establish inmate work centers based on objective comparisons of interested communities using published procedures and selection criteria made available to the public.
