Amends Oklahoma statutes governing flat fees collected by district court clerks in civil cases, establishing non-refundable filing fees ranging from $23.00 to $163.00 depending on case type.

Reduces the Council on Judicial Complaints Revolving Fund assessment from $2.00 to $1.35 per civil case filing.

Requires assessment and crediting of additional fees to the Law Library Fund ($6.00), Oklahoma Court Information System Revolving Fund ($25.00), Oklahoma court-appointed special advocates ($5.00), and State Judicial Revolving Fund ($0.65).

Permits litigants to file affidavits in forma pauperis claiming inability to pay fees due to poverty; allows opposing parties to challenge such claims with a counter-affidavit, with courts determining eligibility after hearing.

Allows payment of fees and costs by credit card, debit card, or other electronic payment methods; becomes effective November 1, 2015.
