Directs the College Board to withdraw its new AP U.S. history framework before the 2015-2016 school year and replace it with the previous framework.

Requires the State Department of Education budget to withhold Oklahoma taxpayer funds from AP U.S. history teacher training, curriculum, and scholarships offsetting exam fees for 2015-2016 until the College Board reverts to the previous framework.

Directs the Oklahoma State Board of Education to explore alternatives to the College Board's AP program for U.S. history that align with Oklahoma's subject matter standards.

Requires Oklahoma State Board of Education and school district decisions on U.S. history programs to comply with Oklahoma subject matter standards and emphasize American founding principles, American exceptionalism, and America's unique role in the world.

Directs distribution of the resolution to the College Board president, State Superintendent of Public Instruction, Governor, and Lieutenant Governor.
