Directs the Secretary of State to submit a proposed constitutional amendment to Oklahoma voters adding Section 44 to Article X to create the Revenue Replacement Endowment Fund and Revenue Replacement Revolving Fund.

Requires annual deposits of at least 5% of gross production tax collections from oil and gas production to the endowment fund, with endowment funds invested according to State Treasurer authority.

Creates a revolving fund receiving transfers from the endowment fund, with funds appropriated and available for state government expenses beginning July 1, 2017, but prohibited from use for debt service on bonds.

Limits annual transfers from the endowment fund to no more than 4% of the endowment fund balance, beginning July 1, 2017.

Directs the President Pro Tempore of the Senate to file the proposed amendment and ballot title with the Secretary of State and Attorney General immediately after passage.
