Disapproves emergency amendments to OAC 317:30-5-241.2 (psychotherapy) and OAC 317:30-5-241.3 (Behavioral Health Rehabilitation Services) adopted by the Oklahoma Health Care Authority Board on June 26, 2014.

Determines the amendments are not consistent with legislative intent and violate public policy.

Directs the Oklahoma Health Care Authority Board to immediately promulgate emergency rules removing the June 26, 2014 amendments to both rules pursuant to the Oklahoma Administrative Procedures Act.

Requires the Secretary of State to distribute copies of the resolution to the Governor, the Oklahoma Health Care Authority Board, and the Editor of "The Oklahoma Register".

Declares an emergency for the preservation of public peace, health and safety, making the resolution effective upon passage and approval.
