OK SJR2

Directs the Secretary of State to refer to voters a proposed amendment to Sections 21 and 26 of Article V of the Oklahoma Constitution.

Changes the Oklahoma Legislature to meet in regular sessions only in odd-numbered years instead of annually, with sessions running from the first Monday in February through the last Friday in May.

Requires the Board on Legislative Compensation to reduce legislative salaries, with the first salary reduction after November 2016 capped at no more than one-half the previously set amount.

Adds an organizational session in odd-numbered years on the first Tuesday after the first Monday in January for constitutional duties and legislative organization only, recessing until February.

Authorizes legislative intent statement noting that reduced legislative sessions and lower salaries will decrease state government costs including operations, utilities, and State Capitol maintenance expenses.
