Calls upon Congress to convene a single-issue federal convention under Article V of the U.S. Constitution to consider a proposed Balanced Federal Budget Amendment that would require Congress to balance federal expenditures with revenues, with limited exceptions for war/national emergencies (10-year repayment) and two-thirds Congressional approval (5-year repayment).

Proposes that all current federal debt be repaid within 20 years of amendment ratification, with minimum annual payments required; Speaker of House and Senate Majority Leader who intentionally obstruct budget balancing would commit impeachable offenses.

Establishes detailed convention rules including: single-issue limitation, one vote per state delegation, 34-state call requirement for convention authority, maximum 360-day duration, closed deliberations, and specific procedures for violations and removal of disruptive delegations.

Creates binding addendum agreement between Oklahoma and other calling states defining convention purpose, terms, funding mechanisms, delegate qualifications, convention official roles and duties, and strict prohibitions on considering any amendments other than the balanced budget amendment as written.

Requires amendment ratification by three-fourths of states; includes provision allowing Oklahoma to withdraw its call if Congress voluntarily sends the proposed amendment to states without alterations before two-thirds of states complete their convention calls.
