OK SJR26

Directs the Secretary of State to submit to Oklahoma voters a proposed amendment to Section 10, Article VI of the Oklahoma Constitution regarding pardon and parole authority.

Creates a Pardon and Parole Board composed of five members: three appointed by the Governor, one by the Chief Justice of the Supreme Court, and one by the Presiding Judge of the Criminal Court of Appeals.

Grants the Board authority to directly grant parole for nonviolent offenses by majority vote, but limits the Board to only recommending parole for violent offenses as defined by Section 571 of Title 57 of the Oklahoma Statutes.

Preserves the Governor's power to grant commutations, pardons, and paroles for all offenses except impeachment cases after favorable Board recommendation, but prohibits parole grants for persons sentenced to death or life imprisonment without parole.

Requires the President Pro Tempore of the Senate to file copies of the resolution and ballot title with the Secretary of State and Attorney General immediately after passage.
