Directs the Secretary of State to submit proposed amendments to Articles VI and IX of the Oklahoma Constitution to voters for approval or rejection.

Changes the State Treasurer, Superintendent of Public Instruction, Commissioner of Labor, and Commissioner of Insurance from elected positions to gubernatorial appointments with 4-year terms concurrent with the Governor's term, subject to Senate consent.

Removes eligibility requirements for the State Treasurer and Superintendent of Public Instruction while establishing 8-year term limits for these offices and the Commissioner of Labor.

Modifies the Corporation Commission from an elected body to appointments by the Governor with Senate consent for 4-year terms, establishing 12-year term limits for Commission members.

Requires the Commissioner of Insurance to be at least 25 years old and knowledgeable in insurance matters, with an 8-year term limit.
